Public Notice Establishing Public Comment Period and Notification of Public Hearing for Comment on the Draft Solid Waste Management Plan of the Ross, Pickaway, Highland, Fayette Joint Solid Waste Management District.

 

A public hearing on the draft solid waste management plan of the Ross, Pickaway, Highland, Fayette Joint Solid Waste Management District plan will be held at 1:30 on Tuesday, March 20, 2012 in Room B at the Ross County Service Center, 475 Western Avenue, Chillicothe, Ohio.

 

The Policy Committee invites comment from February 19 to March 19, 2012.  Written comments should be addressed to the Policy Committee of the RPHF Solid Waste Management District c/o Gary Merkamp, 15 N. Paint Street, Suite 300, Chillicothe, Ohio  45601.

 

The Plan will be available for public review at the following locations:

 

Ross County commissioners, Ross County Courthouse, 2 N. Paint Street, Chillicothe

RPHF Solid Waste District Office, 15 N. Paint St., Suite 300, Chillicothe

Pickaway County Commissioners, 139 W. Franklin St, Circleville

Highland County Commissioners, Highland County Courthouse, Hillsboro

Fayette County Commissioners, 133 S. Main Street, Suite 401, Washington C.H.

 

The draft plan contains and makes provisions for:

 

1. An inventory of all known solid waste facilities, services, recycling activities and dumpsites located within the four county District or used by the District;

2. Baseline data of total waste generation within the District by residents, commercial establishments, institutions and industries for the year 2008;

3. Projections of total waste generation within the District for each year from 2012 through 2026;

4. Maintenance of a District Office to assist the District Board of Directors (Boards of County Commissioners) in the administration of District activities.  The office also serves as the center for information and coordinator of activities such as waste tire management, open dump cleanup, composting, recycling, waste minimization and special programs associated with solid waste;

5. Authorization for the District Board of Directors to make, publish and enforce rules determined to be necessary for prohibiting the disposal of out-of-District waste in District facilities, requiring the submission of general plans and specifications to the Board to determine compliance with the Plan, the inspection of out-of-state waste (if any) and exemptions from amendments to township zoning for solid waste facilities.

6. Information sharing to provide technical assistance to industries for the minimization of industrial waste;

7. The authorization for the Board of Directors to establish facilities designations under Section 343.01 ORC;

8. A generation fee under section 3734.573 ORC of $2.00 per ton on solid waste increasing to $3.00 per ton in 2013 to fund district operations and programs;

9. Capacity assurance of waste disposal through 2026 as shown by regional disposal capacity analysis;

Provisions for assurance of scrap tire and lead-acid battery disposal opportunities and residential recycling opportunities within the District.
